Specialty Training: The Role of the Specialty Workforce Team

 The principal functions of the KSS Deanery Speciality Workforce Team are to:

  •  co-ordinatemanagement and administrative systems for specialty training programmes, attending and facilitating designated specialty school and specialty training committee meetings;
  •  provide key specialty school personnel with a range of information ahead of meetings to inform decision making;
  •  recruit doctors into training programmes, scheduling designated specialty recruitment timetables and co-ordinating shortlisting and appointment panels;
  • manage the recruitment into national training programmes where agreed with the Department of Health and Royal Colleges;
  •  provision of an e-prospectus;
  •  manage recruitment and specific requirements for academic trainees;
  •  map the allocation of trainees to programmes and the rotational movement of trainee doctors across employing organisations during their specialty programmes, ensuring these are captured on the Deanery database system (Intrepid);
  •  allocate KSS Deanery Reference Numbers and National Training Numbers in accordance with relevant guidance;
  •  contribute to quality management processes associated with specialty training;
  • manage the process and administration requirements of the Annual Review of Competence Progression (ARCP) and Record of In Training Assessment (RITA);
  • undertake research and liaison with a wide range of stakeholders;
  • support specialty school training programmes and events;
  •  regularly review and update relevant areas of the KSS Deanery website in relation to specialities.

The roles and responsibilities in the team are:

  • Head of Medical Workforce– overall responsibility for both Foundation and Specialty training;
  • Head of Specialty Workforce – management of the Specialty Workforce Team
  • Specialty Schools Manager – supports the Deputy Head of Specialty Workforce and responsible for the day to day management, supervision, co-ordination and monitoring of the Medical Workforce Project Officers;
  • Medical Workforce Project Manager – supports the Deputy Head of Specialty Workforce and has lead responsibility for all recruitment episodes to specialty training posts within the KSS Deanery. Provides line management support to direct reports including the development of new projects related to recruitment, education and training; 
  • National Recruitment Project Managerresponsible for leading and delivering on national recruitment episodes assigned to the KSS Deanery by the Department of Health, other deaneries and Medical Royal Colleges;
  • HST Implementation Manager – responsible for leading the project to repatriate higher specialties to be under KSS Deanery management;
  • Training and Events Coordinator – responsibility for organising the training days for all trainees and other courses and events that Specialty Workforce may develop. Also to facilitate and assist with events associated with recruitment and provide additional support to the Recruitment Team;
  • National Recruitment Officer – time-limited role to support the National Recruitment Project Manager;
  • National Recruitment Administrator – time-limited role to support the National Recruitment Project Manager;
  • Medical Workforce Project Officers – are allocated to work for a specific or combination of specialties. Work closely with their Heads of School on school support and development. Each has the support of a Medical Workforce Administrator and Medical Workforce Project Assistant;
  • Medical Workforce Project Assistant – works closely with the Medical Workforce Project Officer(s) to manage the allocation and rotation of trainees through training posts to enable progression to the next level of training;
  • Medical Workforce Administrator – will generally be allocated to work for a specific specialty and will work closely with the Medical Workforce Project Assistant/Officer for that specialty;
  • Personal Assistant / Medical Workforce Administrator – secretarial support to the Deputy Head of Specialty Workforce and the HST Implementation Manager;
  • HST Reconciliation Role – project-based role with the objective of ensuring the quality of data on Intrepid for both posts and post holders is accurate;
  • Data & Workforce Approvals Officer primary function is the monitoring and maintaining trainee doctor data to capture sources of funding and ensuring all posts have the necessary approvals and associated Maximum Training Capacity (MTC).

 The Specialty Workforce Team has four main areas of responsibility:

  • Recruitment and selection – managing the various recruitment rounds to ensure training posts are filled with appropriate trainees on an ongoing basis.
  • Trainee progression – ensuring trainees meet the required competencies to allow progression to the next level of training. This also covers trainees who need additional support and monitoring.
  • Rotations – post/attachment management, managing the rotation of trainees through training posts/attachments – ensuring good communication to all parties. Trainees rotate at a variety of stages usually at 4, 6, /or 12 monthly intervals.
  • School Business – providing administration support to heads of specialty schools and committee members; in particular this relates to the management of School committee meetings, operational meetings, business planning, School reports, administering training sessions, liaison with trainees regarding all matters relating to their training, providing an up to date and comprehensive website, producing school bulletins, organisation of the individual school inductions and trainee communications.
